1993年水利部提出了建立水利行业“五大体系”的战略构想,为水利行业的健康发展指出了方向,注入了新的活力,水利行业开始进入一个前所未有的发展阶段。但行业内部发展很不平衡,其中几大流域机构经济发展相对来说缺乏活力,“五大体系”建设步履缓慢,影响水利行业整体发展水平。如何尽快增强流域机构经济活力,已成为亟待研究解决的问题。 In 1993, the Ministry of Water Resources proposed the establishment of a strategic concept for the “five systems” of the water conservancy industry, pointing out the direction for the healthy development of the water conservancy industry and injecting new vitality. The water conservancy industry has entered an unprecedented stage of development. However, the internal development of the industry is very unbalanced. The economic development of several major river basin institutions is relatively lacking in vigor. The construction of the “five major systems” has been slow and has affected the overall development level of the water conservancy industry. How to increase the economic vitality of the river basin institutions as soon as possible has become a problem that needs urgent study and solution.
