本文紧紧围绕烟草行业关于深入开展对标工作的要求,提出地市级烟草商业企业概念定位,在分析当前对标工作现状的基础上,基于“五个一”标准,以蚌埠市局(公司)为例,强化知识、绩效、能力和文化四轮驱动,着力在对标指标、考核评价、工作保障三个方面完善框架,持续改进“优化指标导向、科学设定标杆、定期跟踪分析、年度绩效考评”的同业对标工作流程。
