长江战略的多维解构

随着长江经济带上升为国家战略,长江流域的经济结构和产业布局,以及航运发展也发生了深刻变化。那么,如何使长江流域的经济发展和航运发展相得益彰,成为了当下亟待解决的问题。2014年9月12日,国务院发布《关于依托黄金水道推动长江经济带发展的指导意见》(简称《意见》)。历经30多年酝酿,长江经济带终于上升为国家战略。一张重构中国经济和国际经济的新地图也呼之欲出。显然,这一国家战略的推出,乃众望所归、恰逢其时,但从长江流域经济结构和产业布局,以及航运发展现状来看,要想使长江流域的经济发展和航运发展相得益彰,还需突破诸多现实难题。 As the Yangtze River Economic Belt rose to a national strategy, profound changes have taken place in the economic structure and industrial layout of the Yangtze River Basin and the development of shipping. So, how to make the economic development of the Yangtze River Basin and marine development complement each other has become the immediate problem to be solved. On September 12, 2014, the State Council issued the Guiding Opinions on Promoting the Development of the Yangtze River Economic Belt Rely on the Golden Waterway (the “Opinions”). After more than 30 years of deliberation, the Yangtze River economic belt finally rose to a national strategy. A new map of restructuring China’s economy and the international economy is also ready to come out. Obviously, the launch of this national strategy is just what we expect from it. However, judging from the economic structure and industrial layout of the Yangtze River basin and the status quo of shipping development, it is still necessary to break through if the economic development of the Yangtze River Basin and the development of shipping complement each other Many real problems.

提出了一种基于数学形态学的电梯注册代码定位方法。该方法先对采集的电梯使用标志图像进行预处理得到二值图像,然后运用形态学的方法对二值化后图像进行一系列运算,将电梯使用标志图像分割为一个个独立的区域,根据注册代码区域的面积范围去除较小的区域和较大的区域,并对保留的连通域进行标记。最后根据注册代码区域的形状特性对注册代码进行定位。
