“民以食为天,食以安为先”。1996年世界卫生组织(WHO)将食品安全界定为“对食品按其原定用途进行制作、食用时不会使消费者健康受到损害的一种担保”。食品安全作为人类生存和发展的基础,它关系到一个国家食品企业之间的良性竞争、行业的健康发展,关系到食品企业在国际市场上的地位和竞争力,最重要的是它关系到每个食品消费者的切身利益、社会的稳定和社会公共利益。
