北京政府的文官任用制度,沿袭南京临时政府的文官任用制度,并影响了其后的南京国民政府文官任用制度,也被当今国家公务员任用制度所借鉴。以北京政府时期文官任用制度为立足点,对文官考试、分发、任用三个环节做全面的概括。从表层的文官任用制度诸内容、深层的文官任用制度实施概况、具体的文官任用制度运作成效三个方面来探讨北京政府文官任用制度的实施效果。
