新中国成立60年来,特别是创办经济特区以来,厦门市把解决城市低收入家庭住房困难和改善城镇居民住房条件作为改善民生的重要内容,致力于建立和完善住房保障制度,先行先试,不断开展政府投资保障性住房政策、制度和管理机制的创新,积极探索建立分层次多元化的住房保障体系,较好地履行了公共服务职责,城市低收入家庭住房困难情况得到明显改善。1987年厦门市成立了住宅建设领导小组办公室,1991年11月市政府正式下达15名编制,成立厦门市住房统一建设办公室,负责全市普通住房的统一建设。1993年8月,为了加快解决城市住房问题,将原市统建办改制为市住宅建设办公室,统一协调全市解困统建房(1994年称安居工程、1998年起改为经济适用房、2006年称为社会保障性住房)建设。至今大致经历了三个阶段:第一阶段是1991~1998年,统建解困房阶段。该阶段主要是适应当时要求逐步取消单位自建房的需要,实行政府统一集中建设。该阶段的特点是,统建解困房一部分用于解决机关企事业单位干部、教师的住房问题,一部分面向人均居住面积低于4平方米的住房困难户。第二阶段是1998~2005年,建设经济适用房阶段。该阶段主要是适应当时取消福利分房,实行住房货币化补贴的需要,深化住房制度改革,初步建立了以经济适用房、廉租房为特征的住房保障制度。该阶段的特点是,以社会公开配售为主,增加面向社会的供应量,并将解决社会住房困难户的对象扩大到人均居住面积8平方米以下的困难户,逐步减少直至取消了面向机关企事业单位的配售。第三阶段是从2006年开始,发展社会保障性住房阶段。该阶段的特点是扩大保障覆盖面,政府通过廉租房、保障性租赁房、保障性经济适用房、保障性商品房对居民实施分类保障,完善多层次住房保障体系。
