民事监督权是我国宪法赋予检察机关的一项重要职能 ,针对目前监督不力的现状 ,不少学者提出了赋予检察机关民事起诉权的观点。本文通过与国外检察机关职能模式的对比 ,阐述了建立检察机关民事起诉权的理由及建立怎样的起诉权机制的问题 The civil supervisory power is an important function conferred on procuratorial organs by our country’s constitution. Against the current situation of ineffective supervision, many scholars have put forward the view that the procuratorial organs should have the right of civil prosecution. This article elaborates the reasons for setting up the civil prosecutorial power of prosecutorial organs and the question of how to establish the mechanism of prosecutorial power by comparing with the foreign procuratorial organs
