国家四部委早于１９９５年１０月就公布了“部分商品修理、更换、退货责任规定”，目的是保护消费者、生产者、经营者三方的合法利益。《钟表》杂志１９９６年第１期刊登了西安市开元商城钟表首饰公司（亨得利钟表销售中心）经理韩天明先生起草的“钟表商品三包规定实施细则草案”，旨在征求各方意见及建议，呼吁国家有关部门制定出具有法律效力的“钟表三包实施细则”。近些年，随着社会主义市场经济的迅猛发展及市场的逐步成熟，钟表产业格局已经发生很大的变化，相关的钟表商品售后服务的内容也产生了一些变化。因此，我们再次约请韩经理与行业共同探讨钟表商品的三包问题，以期敦促国家有关部门尽快出台具有法律效力且适合当前市场情况的“三包”条例，使消费者、生产者、经营者各自的合法权益得到有效维护。韩经理根据原“细则草案”五年来运作的实际情况，并结合工、商消费者各方反馈的意见，对其内容和条款进行了修改和充实，形成了“钟表商品修理、更换、退货实施细则”，本刊全文刊登，供行业人士对其进一步讨论与完善。欢迎钟表经营界朋友与本刊或作者交流看法。
