中国石油企业通过改革,虽然增加了活力,但也出现不少问题,例如:经济效益低下,成本上升,支出增加,资金缺口大。不少油田企业出现亏损,甚至亏损增加等。其主要原因是:在高度集中的传统体制下遗留下来的原因;经济运行方面的原因;油田企业经营管理方面的原因;油田老化,递减增加,多种经营缺乏支柱产业的原因。其对策是;①深化改革,转机建制;②眼睛向内,苦练内功,加强内部管理;③设立“头脑”公司,加强油田企业的“软投入”;④建立厂长(经理)经营目标责任制等。
Although China’s oil companies increased their vitality through the reform, many problems have emerged. For example, low economic returns, rising costs, rising expenditures, and large funding gaps have emerged. Many oilfield companies have suffered losses or even increased losses. The main reasons are: the reasons left behind in the highly concentrated traditional system; the reasons for the economic operation; the reasons for the management of the oilfield enterprises; the aging of the oilfield, the declining growth and the lack of pillar industries in various operations. The countermeasures are: (1) to deepen the reform and improve the system of internal control; (2) to focus on internal work and strengthen internal management; (3) to establish “mind” companies to strengthen the “soft input” of oilfield enterprises; System and so on.
