“政治路线确定之后,干部就是决定的因素”。要研究管理就必须首先研究管理中的人、人际关系、人才使用问题。对企业组织人事部门来说,必须经常对本单位人才管理状况作科学全面的动态分析,才能正确地熟悉过去、掌握现在、展望未来,自觉地采取各种措施适应四化建设对人才的需求,使管理状态从科学管理逐步向现代管理过渡。人才使用周期的讨论唯物辩证法认为自然界和社会的一切事物都是处于不断运动状态之中,每一事物的发展过程中存在着自始至终的矛盾运动。在组织人事问题上也是如此。静止孤立的眼光,一成不变的看法都是错误的。用运动和联系,相对和发展的观点才能正确认识人才成长与使用过程。我们认为,人才的使用过程大致可分为四个时期:
