农村宅基地抵押贷款,是一种新生事物,是农村土地流转中的尝试和一种形式。农村宅基地使用权抵押贷款既存在一些困境矛盾,也存在一些不可忽视的制约因素。为了解决农村宅基地使用权抵押贷款的问题,必须从法律政策创新改革入手,针对农村宅基地使用权抵押贷款的问题和矛盾,采取一系列的改革创新政策和做法。一、农村宅基地抵押贷款的制约因素(一)从宅基地管理的政策法规本身看,现行的政策法规依然是宅基地走向全面的市场化抵押贷款主要的无法跨越的障碍。
