大部门体制改革是深化行政管理体制改革的逻辑必然,是实现政府由管理型向服务型转变的内在要求,是解决当前行政管理体制中职能交叉等突出问题的重大战略举措,也是融入世界一体化,参与国际竞争的客观需要。实施大部门体制改革的本质在于通过促进政府职能转变带动机构整合,实现政府协调机制、决策机制、执行机制、服务机制、监督机制等整个行政机构的综合变革。大部门体制改革是一个复杂的社会系统工程,既需要协调好部门利益,注意其他配套改革相配合,又需要积极稳妥、循序渐进。
