根据最近几年的统计数据,中国大幅增加工资的结果,既没有导致内需的增加,也没有缩小社会收入分配的差距,因此有必要对经济增长、就业与工资之间的关系重新作出理性思考。基于工资率决定要素的分析,借鉴国际社会基本经验,充分检讨中国目前与就业和收入相关的经济政策,尤其是中国所面临的约束条件,可以推论,试图以提高工资来刺激内需是不可取的,特别是在劳动生产率不变的情况下。社会收入差距的扩大主要应当依靠创造更多的就业机会来加以调整,而不能采用单一的收入再分配的做法。真正能够有效增加广大民众收入的做法只能是通过发展教育(包括职业教育和知识教育)来提高人们的生产效率,真正能够有效缩小收入差距的前提只能是充分就业的经济增长。
According to the statistics of recent years, the result of China’s massive wage increase has neither resulted in an increase in domestic demand nor has it narrowed the gap in social income distribution. Therefore, it is necessary to rethink the relationship between economic growth, employment and wages. Based on the analysis of the determinants of wage rates and using the basic experience of the international community for reference, we can fully review China’s current employment and income-related economic policies, especially the constraints China faces. It can be inferred that trying to stimulate domestic demand with wage increases is not desirable , Especially in the context of constant labor productivity. The expansion of social income disparity should mainly be adjusted by creating more employment opportunities instead of adopting a single redistribution of income. The real effective way to increase the public’s income can only be to increase people’s productivity through the development of education (including vocational education and knowledge education). The real precondition for effectively narrowing the income gap can only be the full employment of the economy.
