前言:河小流域水土保持规划是为了通过群众性的各项蓄水保土的办法求得解决一般年的旱、涝灾害及防止土壤侵蚀的问题。但由于经验不足,水平受限,加上资料不全,以致在规划中还存在着不少缺点或错误。为了发展群众性的小流域规划工作,今将规划工作中的的要点发表于下,希望从事这项工作的同志提出改进的意见,以达到提高小流域规划工作质量的共同目的。 Preface: The plan of soil and water conservation in the small river basin aims at solving the problems of drought and waterlogging in normal years and preventing soil erosion through the mass water and soil conservation measures. However, due to lack of experience and limited level, coupled with incomplete information, there are still many shortcomings or mistakes in the planning. In order to develop a mass watershed planning work, the key points of the planning work will be published below. We hope that comrades engaged in this work will put forward suggestions for improvement in order to achieve the common goal of improving the quality of planning work in small watersheds.
