多层次石油市场经过40多年的发展，已经成为国际石油市场的一种趋势。目前国际石油市场主要分石油现货市场和石油衍生品市场两大类。适应国际石油市场的发展，我国必须尽快建立起一个多层次的石油市场体系，达到对内满足各个交易者的需求，对外形成整体竞争力和提升国际话语权的目的。
