建设工程项目施工评标是选择承包商的关键环节,直接关系着建设项目的成本、质量、工期是否能达到预期的效果。针对现有评标方法未考虑专家打分时的犹豫程度,运用模糊数学理论中基于区间值犹豫模糊熵的权重向量公式对商务标、技术标以及经济标进行权重分配,并且对区间值犹豫模糊集的得分函数以及偏差函数进行改进,使得犹豫度这一指标能够更好地应用于工程项目施工评标之中。考虑犹豫度后的评标方法,更加能够反映专家评分时的不确定性,从而减弱专家评分对评标结果的主观影响。最后通过工程项目施工评标的实例验证了此方法的可行性。
Construction project bid evaluation is the key to choose the contractor, is directly related to the construction project cost, quality, duration whether to achieve the desired results. Aiming at the hesitancy of the existing bid evaluation methods without considering the expert scoring, this paper uses the weight vector formula based on interval value hesitation fuzzy entropy in the fuzzy mathematics theory to assign weights to the business standard, technical standard and economic standard, The score function and the deviation function are improved so that the index of hesitation can be better applied to the project construction bid evaluation. Considering the degree of hesitation after bid evaluation method, more able to reflect the uncertainty of the expert score, thus weakening the subjective influence of the expert score on the evaluation results. At last, the feasibility of this method is verified by the example of project construction bid evaluation.
