依《城市生活无着的流浪乞讨人员救助管理办法实施细则》第二条规定,救助站的救助对象必须同时具备四个条件.即(一)自身无力解决食宿;(二)无亲友投靠;(三)不享受城市最低生活保障或农村五保供养;(四)正在城市流浪乞讨度日。这四个条件缺一不可.否则就不属于救助的范围。所以《救助管理办法实施细则》第二条第二款又规定,“虽有流浪乞讨行为.但不具备前款规定情形的,不属于救助对象”。 Article 2 of the Implementation Rules for the Measures for the Administration of the Measures for the Assistance and Management of the Homeless Beggars in Urban Life stipulates that the rescue objects of the aid station must meet the following four conditions at the same time: (1) their own inability to solve the problems of board and lodging; (2) (3) Do not enjoy the minimum living guarantee in the city or the rural five guarantees; (4) They are begging for a walk in the city.
