3G为电信行业的发展带来了新的发展机遇。3G业务验证项目实施效果的优劣,对于3G业务能否成功推广具有关键的作用。目前学术界和行业界对此新兴项目的优化管理研究较少。综合采用管理矩阵、WBS、甘特图跟踪、风险概率和影响矩阵等思想和方法,提出了项目管理职能、项目结构、项目时间控制、项目风险控制、冲突管理模式和资源管理优化的方案。其研究成果有助于3G业务验证项目效率和效果的提高,并对其他相关企业对新兴业务验证项目的优化管理具有重要的参考作用。
3G has brought new development opportunities for the development of the telecommunication industry. The pros and cons of implementing the 3G service verification project plays a key role in the successful promotion of 3G services. At present, there are few researches on the optimization management of this emerging project in academia and industry. Based on the ideas and methods of management matrix, WBS, Gantt chart tracking, risk probability and influence matrix, the project management function, project structure, project time control, project risk control, conflict management mode and resource management optimization are proposed. The research results contribute to the improvement of the efficiency and effectiveness of the 3G business verification project and are of important reference to the optimization management of emerging business verification projects by other related enterprises.
