国务院《国有企业富余职工安置规定》(国务院令第111号)、《广东省国有企业富余职工安置实施办法》(粤府[1995]5号)等文件,明确规定了安置富余职工的原则是“企业自行安置为主,社会帮助安置为辅,保障富余职工基本生活”。根据这个原则,韶钢采取以下办法分流安置富余人员:一、采取稳妥渐进的政策,实行“无震动”分流安置1996年初,在加快精干主体,分离辅助工作的进度的同时,我们制订了《韶钢富余职工安置实施办法》,开展富余职工分流安置工作。具体的措施:(1)对符合国家规定内退条件的职工可实行离岗休养:(2)对符合计生政策的女职工可休长假;(3)对原固定职工中的富余职工可办理停薪留职、有偿借调;(4)对有条件的可协助调出、解除劳动合同;(5)对暂时无法安置的实行下岗待岗。我们在分流安置富余人员工作中.始终正确处理好改革、稳定和发展的
