就国内当前的中小企业发展状况来说,人力资源上的危机重点表现在缺少规划上,同时还缺少完善的人力资源规划系统当作依托,这极大违背了中小企业的实际发展要求,不能实现企业的可持续发展目标。面对这个状况,要求中小单位人力资源监管部门在综合人力资源的过程中,根据企业的具体发展状况,把人力资源规划和企业的发展战略相统一,从根源上确保企业的市场竞争力。企业应当建立健全的人力资源监管体系,提高企业职员的综合素养,增强企业的核心竞争水平,给企业的长远发展打下一定的基础。
