军事后勤系统作为一个典型的大系统,具有多层次、多对象、多阶段的复合控制结构。战略后勤指挥作为最高层次的后勤指挥控制活动,具有筹划、指导战争后勤保障全局和组织实施战略后勤支援的双重职能。从控制论的角度来研究战略后勤指挥问题,不仅要研究后勤大系统的宏观控制问题,而且要着重解决战略后勤支援指挥控制的优化决策问题。文章从指挥的观点出发,着重论述了战略后勤指挥大系统控制所要解决的五个方面的基本问题,即:军事需求的控制、后勤资源的控制、后勤组织的控制、后勤活动的控制和后方安全的控制;以及战略后勤指挥大系统控制所要灵活运用的三种基本方法,即:指导式控制、指挥式控制和协调式控制。最后围绕如何适应高技术局部战争后勤保障需要,改进与优化战略后勤指挥控制手段,探讨了战略后勤指挥大系统控制的基本要求与实现途径。
As a typical large-scale system, the military logistics system has a multi-level, multi-object and multi-stage composite control structure. As the highest-level logistics command and control activity, strategic logistics command has the dual functions of planning and directing the overall logistical support for the war and organizing the implementation of strategic logistics support. To study the issue of strategic logistics command from the perspective of cybernetics not only studies the macroscopic control problem of the large logistics system, but also focuses on the optimal decision-making of command and control of strategic logistics support. From the commanding point of view, the article focuses on the five basic problems to be solved in the control of the large-scale strategic logistics command system: the control of military needs, the control of logistics resources, the control of logistics organizations, the control of logistics activities and the safety of rear ; And three basic methods that should be flexibly applied in the control of the large-scale strategic logistics command system, namely, guided control, command-controlled control and coordinated control. Finally, based on how to adapt to the need of logistical support for high-tech local wars, the paper improves and optimizes the strategic logistics command and control measures, and discusses the basic requirements and ways to control the system of strategic logistic command.
