《罪己诏》是古代帝王反省罪己的御用文书。论其起源 ,当从禹、汤开始。此后 ,周成王、秦穆公、汉武帝、唐德宗、宋徽宗、清世祖 ,都曾经颁发过罪己诏。罪己诏大多是在阶级矛盾异常尖锐、国家处在危难之时颁发的 ,目的是消除民怨 ,笼络民心 ,具有很大的欺骗性。但是 ,其中也在一定程度上包含着帝王对自身过错和失败的反省忏悔。因此 ,我们还是可以从中得到一点启示 :“禹、汤罪己 ,其兴也勃焉 ;桀、纣罪人 ,其亡也忽焉”。
