1993年1月13日至15日,在法国巴黎签订了《关于禁止发展、生产、储存、使用化学武器及销毁此种武器的公约》(简称《禁止化学武器公约》)。它的签订使世界人民面临的化学武器威胁发生了很大变化。减少了发生化学战争的危险,但是化学武器非战争使用的可能性依然存在。所谓化学武器的非战争使用,系指将化学武器(或只是化学毒剂)用于非战争活动中,主要包括恐怖活动、间谍活动、破坏活动和犯罪活动。本文拟对化学武器非战争使用的范围及方式、非战争使用的特点,以及对它的防范对策等进行系统的论述。
From January 13 to January 15, 1993, the Paris Convention in Paris signed the Convention on the Prohibition of the Development, Production, Stockpiling, Use of Chemical Weapons and on Their Destruction (the “Convention on the Prohibition of Chemical Weapons”). Its signing has greatly changed the threat posed by chemical weapons to the people of the world. Reduced the risk of a chemical war, but the possibility of non-war chemical weapons still exists. The so-called non-war use of chemical weapons refers to the use of chemical weapons (or only chemical agents) in non-war activities, including terrorist activities, espionage activities, sabotage activities and criminal activities. This article intends to systematically discuss the scope and methods of non-war use of chemical weapons, the characteristics of non-war use, and its countermeasures.
