建设公司在改革攻坚中,坚持推行“一岗双责”制度,极大地激发了党政干部闯市场、抓经营、带队伍、促稳定的积极性,有力地推动了企业改革发展。近年来,公司两个文明建设成果丰硕,企业甩掉了组建以来连续14年的亏损帽子,减亏创利总额相当于再造了一个同等规模的企业。公司先后荣获全国建筑业五百强、连续3年的武钢先进党委和党风廉政建设先进单位、湖北省模范职工之家等各类荣誉50余项次。一、“一岗双责”的形成与建立1、“一岗双责”制的提出。建设公司曾是个“老少边穷多”的单位,各种不稳定因素多达11种,加上近几年企业改革的力度很大,许多矛盾处于一触即发的状态。为了有效地防范矛盾激化,做好改革攻坚中的稳定工作,充分发挥党政干部两个积极性,真正做到齐抓共管,从1996年起,公司党委就提出了“一
