The year 2002 is crucial to the development of the Tianjin Binhai New Area, a task scheduled for completion in ten years, which consists of the Tianjin Development Zone and the Tianjin Bonded Zone. "The Countdown has begun, and we have only less than 700 days left for accomplishing the task," said Pi Qiansheng, the top administrator of the Tianjin Development Zone and Bonded Zone. "Success in developing the Tianjin Development Zone and the Bonded Zone is key to the building up of the Binhai New Area."
Mr. Pi is a member of the Standing Committee of the Tianjin Municipal Committee of the Chinese Communist Party and doubles as director of the Work Committee for the Tianjin Development Zone and Bonded Zone.
Current Situation
In an interview with CDZ, Mr. Pi Qiansheng noted that growths of the world economy, taken as a whole, have been sluggish. For China, he said, that means the exterior conditions for its development are even more grave than during the Asian financial crisis in 1998.
Despite these this, China has enjoyed social stability and economic growths. In Mr. Pi‘s opinion, Tianjin finds itself in a favorable position to attract foreign capital simply because of that. He also noted that in the process of economic globalization, developed countries are moving their manufacturing industry to China. "That is a golden opportunity for us to upgrade Tianjin‘s industrial structure," he said.
In order to step up the construction of the New Binhai Area, Mr. Pi said, Tianjin will draw on the new measures adopted by other economic zones in China. The Tianjin Development Zone ranks first among the 50 zones in terms of economic performance and the Tianjin Bonded Zone ranks third among the 15 bonded zones in China. "However, other zones are taking every way to catch up with our zones and our leading place has been challenged," he said. "We should learn from the creative measures adopted by the zones of Beijing, Shanghai, Suzhou, Guangzhou and Shenzhen to improve their investment environment."
Mr. Pi said Tianjin should be fully confident in fulfilling the task to build the New Binhai Area. "This is a strategic move of Tianjin‘s development," he stressed.
Measures Taken to Make Breakthroughs
In the process of building the New Binhai Area, Mr. Pi said, Tianjin will make even greater efforts to make breakthrough in absorbing foreign investment. While depending on the existing industries, it will re-enforce and strengthen its status as a center of processing and manufacturing industries in northern China. Tianjin is now the center of various industrial sectors including those of mobile phone, automobile, machinery, chemicals, biological pharmacy, and environmental protection equipment.
In 2002, service sector in Tianjin has been given the top priority in attracting foreign capital and technologies. Special importance is being attached to development of the city‘s goods distribution sector in particular. Improvement of image is another priority. To be more competitive, the governmental image should be improved. A clean and highly efficient government is prerequisite for absorbing foreign investment. "In view of the actual conditions of regional development, it is in great need to improve our image. It is an essential part of our task to enhance our competitiveness," said Mr. Pi.
The development of industries using high and new technologies is placed high on the agenda of Tianjin‘s strategy. So far Tianjin has established quite a few scientific and technological zones, new and hi-tech research centers and colleges with the investment of over RMB1 billion yuan. "In development of our hi-tech industries, we will start from some hi-tech industry sectors that enjoy advantages in Tianjin under the principle of doing everything according our own actual capabilities. Both governmental and non-governmental investment will be taken into full account when we develop our hi-tech industry sectors," said Pi.
To Win Decisive Battle in 2002
"What we are facing is a strategic and decisive battle to complete the construction of the New Binhai Area, and what we need now is, as always, a creative spirit. To reach the goal in less than two years left for Tianjin to complete the construction of the zones, all the people who work in the zones should bring forth new ideas and blaze new trails," said Mr. Pi.
According to the official, what is urgently needed is to improve the efficiency. The spirit of hard struggle is also needed to step up the construction of the zones. "There is no achievements of the past years without arduous struggle in building the zones. Now we need that kind of spirit and work style more than ever," he said. Mr. Pi has also urged leaders at various levels and workers in the zones to learn from the builders who did pioneering work in the construction of the zones.
"2002 is a year during which we will withstand severe test, it is our task of historical significance," said Pi. He called upon the builders of the zones to win the decisive battle in building the Development Zone, the Bonded Zone and the New Binhai Area in ten years.
