针对目前北京市雨水利用设施建后管理的现状,通过政府管理、市场管理和社区管理的对比分析,对三大类不同的雨水利用设施提出三种不同的管理模式:市政和大型雨水利用设施由当地市政和水务部门进行管理;社会单位(学校、公园、机关等)的雨水利用设施由这些单位的物业或后勤部门自行进行管理;小区雨水利用设施采用社区管理模式。同时,提出雨水利用设施建后的运行费用补贴方案:财政资金补贴和防洪费返还。
In view of the current situation of post-construction management of rainwater utilization facilities in Beijing, three different management modes are proposed for the three major types of rainwater utilization facilities through the comparative analysis of government management, market management and community management: municipal and large-scale rainwater utilization facilities Local municipal and water departments to manage; rainwater utilization facilities of social units (schools, parks, offices, etc.) shall be managed by the property or logistics departments of these units on their own; community rainwater utilization facilities shall adopt community management mode.
