保持和增进各服务主体与要素间的协同性,是解决公共信息服务内部摩擦与冲突的基本方法。文章提出了“协同式公共信息服务”的概念,解释了其主体多元性、子系统协作性与子系统动态性三个核心内涵,提出了以“沟通-协调-合作-协同”为主线的目标框架,并从制度安排、平台构建与测评三个方面给出了协同式公共信息服务的组织与运行规程。
Maintaining and enhancing the synergies between the various service actors and factors is the basic method to solve the internal friction and conflict in public information services. The article proposes the concept of “collaborative public information service”, explains the three core connotations of its main body diversity, subsystem cooperation and subsystem dynamics, and puts forward the concept of “communication - coordination - cooperation - cooperation” As the main line of the target framework, and from the institutional arrangements, platform construction and evaluation of three aspects of the collaborative public information services organization and operation rules.
