地下管线具有隐蔽性及复杂性,准确获取管线数据难以保障,且项目实施过程中人工误操也会导致成果质量下降。因此推行监理机制和质量控制措施,才能有效地保障地下管线成果质量,也是现代化项目管理模式的必然发展。文章从管线的精度、格式、结构、数据量、信息系统等方面阐述了地下管线普查质量控制的目标。结合管线普查的过程,提出了从探测单位和监理单位两个角度,分别对准备、施工、归档等三个管线探测阶段详细地阐明了质量控制措施,实现了从施工阶段和施工单位全方面控制质量。提出了基于可视化监控平台、建立管线普查实验区和引入权属单位检查机制等措施,保障了管线普查成果质量精度和项目的规范管理。
Underground pipeline is hidden and complex, accurate access to pipeline data is difficult to protect, and human error in the project implementation process will lead to the decline of the quality of the result. Therefore, the implementation of supervision and quality control measures in order to effectively protect the quality of underground pipeline, but also the inevitable development of modern project management. The article elaborates the goal of quality control of underground pipeline census from the aspects of pipeline’s accuracy, format, structure, data volume and information system. Combined with the process of pipeline census, this paper proposed that the quality control measures should be elaborated in detail in terms of preparation and construction, archiving and other three pipeline exploration stages from the two perspectives of the unit of exploration and the unit of supervision so as to realize the comprehensive control from the construction stage and the construction unit quality. Based on the platform of visualization and monitoring, the establishment of a pipeline census experimental zone and the introduction of inspection mechanism of ownership units are proposed to ensure the quality and accuracy of the results of pipeline census and the standard management of the project.
