在媒体上经常见到:某单位一直困扰群众的老大难问题,在某主要领导的亲自过问下,很快得到圆满解决之类的报道。笔者看过这些报道,在为领导转变工作作风、深入基层为群众办实事叫好的同时,不禁产生这样的疑问:领导过问之前,相关职能部门干什么去了?这种对待群众困难,领导不亲自出面,有关职能部门就久拖不解决的现象,在一些地区、一些单位并不鲜见。客观地讲,有些大的问题需要领导协调,但基层群众更多的难题却是有关部门可以直接解决的。职能部门履行职责不够,一方面是作风不够扎实,发现不了基层存在的问题;另一方面是服务群众的意识不强,害怕麻烦,甚至担心主

On the one hand, the functional departments are not sufficiently solid in their style of work to find the problems that exist at the grassroots level; on the other hand, they are not strong in serving the masses, are afraid of trouble, and are even worried about the Lord
