我国著名宪法与行政法学家龚祥瑞(1911-1996)教授青年时代师从钱端升、张奚若等民国政治学家,以及英国政治学大师拉斯基和宪法学家詹宁斯。他较早系统研究西方文官制度,1949年以后,长期任教于北大公法学科。他出版于1980年代的《文官制度》、《比较宪法与行政法》等至今仍被视为经典著作。龚祥瑞在自传中自比盲人奥里翁,一生“摸索着,向着朝阳前进,当太阳出来时,他黯然消失在空中,等待他的是无穷无尽的昼夜”。在他逝世16年后,再次重温这位宪政追梦人坎坷的经历,品读他振聋发聩的言论,对于我们当下进行的宪政建设不无裨益。
Gong Xiangrui (1911-1996), a famous constitutional and administrative jurist in China, teaches young people as political scientists from the Republic of China such as Qian Dasheng and Zhang Xi Ruo, as well as Laszki and Constitutionalist Jennings of Great Britain Political Science. He systematically studied the western civil service system earlier, and after 1949, he taught for a long time at PKU. His “civil service system” published in the 1980s and “Comparison of Constitution and Administrative Law” are still regarded as classics today. Gong Xiangrui autobiography than the blind Orion, his life “groping toward the sun, when the sun came out, he sadly disappeared in the air, waiting for him is endless day and night ”. After 16 years of his death, reviewing again the rough experience of this constitutional dreamer and his reading of his deafening remarks are not without merit for the constitutional construction that we now carry out.
