本文从经济改革着眼,探讨了波兰工会对社会对话和职场治理的参与。关于冲突与合作、社会资本和政治资本的现代理论是本文的理论依据,波兰需要全面的结构性变革是本文的预设前提。为了促成全面的结构性变革,我们需要爱尔兰式的社会契约。为此,本研究揭示了工会政治化和冲突与分化的氛围带来的影响,以及为什么波兰社会伙伴难以达成共识,难以携手合作为全社会创造福利。本文认为,一方面,工会的作用举足轻重,它既能加速改革也能阻碍改革;另一方面,提升社会对话和职场治理的质量至关重要。根据对采矿业的一个短期研究,本文揭示了共识与合作,而不是冲突和不妥协,能够带来双赢结果。在这些论证的基础之上,本文对如何促进社会对话和改善职场治理提出了一些建议,以此作为结论。
This essay explores the participation of Polish labor unions in social dialogue and workplace governance from the perspective of economic reform. The modern theory of conflict and cooperation, social capital and political capital is the theoretical basis of this article. It is the precondition of this article that Poland needs a comprehensive structural change. We need an Irish-style social contract in order to bring about a complete structural change. For this reason, this study reveals the impact of the politicization of trade unions and the climate of conflict and fragmentation, and why it is difficult for Polish social partners to reach a consensus and to work together to create benefits for the whole society. This paper argues that on the one hand, the role of trade unions plays an important role in accelerating and hindering reforms; on the other hand, improving the quality of social dialogue and workplace governance is of paramount importance. Based on a short-term study of the mining industry, this article reveals consensus and cooperation, rather than conflict and intransigence, that can lead to win-win outcomes. Based on these arguments, this article puts forward some suggestions on how to promote social dialogue and improve workplace governance.
