Over the years, due to unclear responsibilities and neglect of management, the trees in the river courses were overgrown with weeds and sedimentation all year round. The downstream riverbed was raised and the flood discharge and drainage capacity was greatly reduced. During the rainy season, more than a dozen villages in Diaiao Hill, a town on the lower reaches of the Jade River, often experience varying degrees of floods. At the meeting of people’s congresses of Diaiao Hillside Town held earlier this year, 30 town people’s deputies jointly proposed to the General Assembly to clear the Jade River
