根据干旱区内陆河流域取水总量控制系统特点及其风险产生机理,给出了干旱区内陆河流域取水总量控制风险定义,从致险性、脆弱性和承险性三方面分析了干旱区内陆河流域取水总量控制风险构成框架,建立了相应的风险评价指标体系,引入综合风险指数表征干旱区内陆河流域取水总量控制风险,据此将风险分为5个等级,并以黑河中游为例验证了该方法的有效性、可行性,结果与实际相吻合。
