“三网融合”为图书馆快捷大量获取、传播、开发利用版权资源创造了更加优越的技术环境,但同时也使图书馆面对的版权法律关系变得更加复杂,并对图书馆的版权授权活动、合理使用权利等构成新的挑战。对此,本文提出应采取立法建议、认真解决授权难题、加强图书馆内部版权管理、对图书馆版权保护开展常态化的行政监管等对策措施。 “Triple Play ” has created a more superior technical environment for the library to acquire, disseminate and exploit copyright resources in a quick and easy manner. At the same time, however, it has also made the library more complex in terms of the legal relationship with the copyright, Copyright licensing activities, the right to use rights and so on pose new challenges. In this regard, this paper proposes that legislative suggestions should be taken to conscientiously solve the authorization problems, strengthen the management of copyright within the library, and carry out normalized administrative supervision and other measures to the copyright protection of the library.
