依据新疆自然和社会环境，分析了新疆洪水及其洪灾的形成、季节分布、年际变化、地区分布等主要特征，并提出对洪水灾害的防御对策。
According to the natural and social environment of Xinjiang, this paper analyzes the formation, seasonal distribution, interannual variation and regional distribution of the flood and its flood in Xinjiang and puts forward the countermeasures for the flood disaster.
