长江上游水土保持重点防治工程(简称“长治”工程)是1988年经国务院批复的重点工程,是针对长江上游地区水土流失的严重状况,为抢救山区耕地资源,改善生态环境,解决老、少、边、穷地区贫困,保护中下游广大地区长治久安,协调人口、资源、环境与发展所作出的重大决策,也是为控制上游土壤侵蚀,减少直接入库泥沙,扩大移民容量,确保三峡工程长期有效运行的重要前期配套工程.在当前推进两个根本转变、实施两个战略的新时期,“长治”工程更显出它的重大意义.“长治”工程实施以前,长江上游广大山丘区的水土保持工作基础薄弱.
