国务院国资委主任李荣融在2004年12月13日北京召开的中央企业负责人会议上明确指出，母公司要关注子、孙公司产权转让进场交易。他说，总的看，规范国有企业改制和产权转让取得重大进展，但也存在一些不容忽视的问题，突出表现为管理层收购和国有产权交易不规范。他再次强调，国有大企业不实行MBO。中小型企业实行MBO要满足两个条件：一是出资人要到位，二是要明确企业的负责机构。
