1999年 6月在科隆签署的《东南欧稳定公约》为东南欧国家的稳定与发展制定了一个系统的框架。它试图通过区域一体化把东南欧吸纳到欧盟的框架之内 ,在统一的政治、经济和安全体系内解决东南欧的政治稳定、经济发展和地区安全问题。从理论和基本思路看 ,该公约源于新区域主义 ,而新区域主义则是在欧盟发展的实践中逐渐丰富的一个理论思想 ,它也是当代国际关系理论中特别值得进一步探讨的问题。
The Stability Pact for South-Eastern Europe, signed in June 1999 in Cologne, has formulated a systematic framework for the stability and development of countries in South-East Europe. It attempts to bring South-East Europe into the framework of the EU through regional integration and solve the problems of political stability, economic development and regional security in South-Eastern Europe within a unified political, economic and security system. From the theory and basic ideas, the convention derives from neo-regionalism. Neo-regionalism is a theoretical idea gradually enriched in the practice of EU development. It is also a question which is worthy of further study in the contemporary theory of international relations.
