回顾和总结十年来电力体制和电力市场改革的做法,我认为大家特别是改革方案的设计者或决策者未必都有正确的把握。我国电力市场改革似乎显现出这样的规律,中央政府推行的电力市场改革效果不是很理想;而电力企业和地方政府推行的电力市场改革却悄然取得了成功。本文以发电企业与大用户直接交易为例,揭示其中存在的误区,表明准确认识直接交易改革的本质对于深化电力体制改革的重要意义。 Reviewing and summarizing the reform of power system and power market over the past decade, I think it is not necessarily correct for all of us, especially the designers or policy makers in the reform program. The power market reform in our country seems to show such a law. The power market reform implemented by the central government is not very satisfactory. However, the power market reforms implemented by power enterprises and local governments have quietly succeeded. This article takes the direct transactions between power generation enterprises and large users as an example to reveal the misunderstandings that exist. It shows that it is of great significance to understand the essence of direct transaction reform to deepen the reform of power system.
