问责是一个民主社会中自由行使权力和权威所必须承担的成本和义务。在持续增长的非政府组织吸引了越来越多的资金和支持之时,有必要在治理中发展一套使非政府组织遵循规制并确保其行为真正符合公众利益的有效问责机制。尤其是当意识到非政府组织的影响力已经被严重的非政府组织问责问题所削弱时,非政府组织更加需要参与扩展问责机制的活动。本文旨在介绍西方学术界研究非政府组织问责问题的背景、框架和途径,以为中国非政府组织问责的实证研究提供理论基础。
Accountability is the cost and obligation that must be assumed in a democratic society for the free exercise of power and authority. As growing NGOs attract more and more funding and support, it is necessary to develop in governance an effective accountability mechanism that allows NGOs to comply with regulations and ensure that their actions truly meet the public interest. Especially when it comes to realizing that the influence of NGOs has been weakened by serious NGO accountability issues, there is a greater need for non-governmental organizations to participate in activities that extend the accountability mechanism. The purpose of this article is to introduce the background, framework and approaches of Western academia in the study of accountability issues of non-governmental organizations, and to provide a theoretical basis for the empirical research on the accountability of non-governmental organizations in China.
