本文从我国食品安全监管机构、我国的《食品安全法》、食品认证制度三个方面介绍了我国食品安全管理体系的现状和基本情况,分析了食品安全体系存在的问题,并据此提出了改革我国的食品安全法律体系的建议:第一,加强对食品生产企业的监管,促使食品生产企业向规模化方向发展;第二,建立分工明确、责权分明、统一协调的食品安全管理机构;第三,切实提高监管机构的责任意识;第四,加大食品安全犯罪立法惩处力度;第五,建立完善的、与国际接轨的现代食品安全标准;第六,及时制定转基因食品的安全立法;第七,加大食品生产企业诚信教育力度,建成食品生产企业质量信用档案。对食品安全法律制度的现状和食品安全问题的解决途径,有深入的论述,具有较高的理论价值和实践指导意义。
