在总结和分析北京市生态公益林管理保护现状的基础上,针对用户、网络、业务的特点,提出了生态公益林管护GIS系统的建设方案。系统框架结构为C/S+B/S的混合结构,其中B/S系统主要面向市、区县林业部门,用于数据的接收、审核、汇总以及业务部门间的数据交换和共享;C/S系统面向乡镇级用户,用于护林员和林地管护数据采集和上报。整个系统实现了护林员、补偿资金、经费支出、定点监测、林地管护等信息的有效管理,为部门间信息共享和业务协作提供了统一快捷的计算机平台。
On the basis of summarizing and analyzing the status quo of the management and protection of ecological public welfare forests in Beijing, aiming at the characteristics of users, networks and businesses, the paper proposes a scheme of constructing ecological public welfare forest management and GIS systems. The architecture of the system is a mixed architecture of C / S + B / S. The B / S system is mainly used by the forestry departments in cities and counties for data reception, auditing, aggregation and data exchange and sharing among business units. C / S system for the township-level users, for forest rangers and forest management data collection and reporting. The whole system realizes the effective management of rangers, compensation funds, expenditures, fixed-point monitoring, forest management and other information, and provides a unified and quick computer platform for information sharing and business collaboration among departments.
