运用DRF分析方法和DEA模型,对2006年我国8个主要国家级软件园的投入产出效率进行评价。结果表明,除大连等四家软件园同时具有综合效率、纯技术效率和规模效率之外,其余均规模无效率,且大多数是由规模报酬递减所致。进一步研究发现,软件园的投入产出效率与其所在城市的经济发达程度无关,多数软件园的规模无效率是由于投入规模(不包括固定资产投入)过大造成;各效率与投入、产出要素的相关性分析表明,纯技术效率与国内需求经济效益相关性较强、与国外需求经济效益相关性较弱,与投入要素没有相关性;规模效率仅与园区企业数目有微弱相关性。
Using DRF analysis method and DEA model, this paper evaluates the input-output efficiency of eight major national software parks in 2006. The results show that except for four software parks in Dalian, such as the comprehensive efficiency, the pure technical efficiency and the scale efficiency, the others are inefficient in scale and most of them are caused by the diminishing returns to scale. Further study found that the input-output efficiency of software parks has nothing to do with the economic development of the city where they are located. The inefficiency of the scale of most software parks is caused by the excessive investment (excluding investment in fixed assets); the efficiency and input-output factors The correlation analysis shows that the pure technical efficiency is highly correlated with the economic benefits of domestic demand and weakly related to the economic benefits of foreign demand and has no correlation with the input factors. The scale efficiency has only a weak correlation with the number of enterprises in the park.
