自2008年全球性金融危机爆发以来,我国实行宽松的货币政策和财政政策,致使地方政府债务规模迅猛扩张、债务总量庞大,并且呈现继续膨胀的势头。债务风险急剧增加,已然成我国经济稳健运行的巨大隐患。解决这一难题,需要国家动用政治的、经济的手段,但是,要想从根本上解决,还必须依靠法律手段,走法治的道路。 Since the outbreak of the global financial crisis in 2008, China has implemented loose monetary and fiscal policies, resulting in the rapid expansion of the debt scale of local governments with a huge total amount of debts and the momentum of continued expansion. The sharp increase in the debt risk has become a huge risk to the sound operation of our economy. To solve this difficult problem requires the state to use political and economic means. However, if it is to be fundamentally solved, it must rely on legal means to follow the path of rule of law.
