In March 2005, Rice University’s Institute of Science Policy published a report suggesting that nanotechnology will provide more technical support for energy security and energy supply throughout the world. The discovery was made at a meeting in May 2003 by 50 U.S. scientists. When the U.S. Congress once again worked hard to pass the National Energy Law, the report was made public.
