军队采购制度改革是“十五”期间我军后勤改革的一项重要内容。作为一项制度创新,这项改革在我军刚刚起步,新旧采购制度在一定时期内还将共存。由于它的施行涉及到一些单位和业务部门的职能调整,势必会触动他们的既得利益,加之宣传未到位,人们认识、接受它需要一个循序渐进过程。目前,部分同志仍然存在一些认识上的误区,不利于采购改革的发展,亟需进一步更新观念,提高认识。
The reform of the military procurement system is an important part of the PLA’s logistics reform during the “Tenth Five-Year Plan.” As a system innovation, this reform has just started in our army and the old and new procurement systems will coexist within a certain period of time. Because its implementation involves the adjustment of the functions of some units and business units, it is bound to touch on their vested interests. In addition, the publicity is not put in place and people need to understand and accept it in a step-by-step process. At present, some comrades still have some misunderstandings in their understanding and are not conducive to the development of the sourcing reform. They are in urgent need of further updating their concepts and raising awareness.
