大城市应通过增加供给,而不是控制需求来应对城市扩张中出现的基础设施和公共服务的供求矛盾当前,阻碍生产要素在城乡间和地区间流动和再配置的制度主要就是户籍制度和土地制度。由于地方政府提供的公共服务往往是与户籍身份挂钩的,因此,公共服务制度也相应地成为了劳动力流动的障碍。而与此相连的更深层次的制度背景则是分税制之下地方政府承担公共服务支出的制度,
