近年来,中国港口发展势头迅猛,年吞吐量不断增长,疏港通道以及配套正在不断完善,港口、地方政府大力兴建疏港铁路,并积极与国家铁路接轨,实现港口货源腹地向内陆的延伸。在港口货源腹地不断扩大的同时,部分港口铁路(地方铁路)开始对铁路货源进行争夺,经过一段时间的无序竞争,造成国家铁路、港口的利益受到损害。本文着重探讨广铁集团管内港口铁路(地方铁路)之间的竞争情况,分析目前港口铁路(地方铁路)竞争带来的系列问题,提出由国家铁路作为整体布局者,根据港口位置以及港口铁路(地方铁路)的能力,统筹规划铁路货源的疏运,充分发挥各经营单位的能力,实现铁路港口双方互利共赢。

This article focuses on the competition among the port rail (local rail) in the tube of the Guangzhou Railway Group, and analyzes the series of problems brought by the competition of the port rail (local rail) at present. It proposes that the national railways should be the overall layout according to the port location and the port railway Local railways), make overall plans for the smoothing of the supply of railroad goods, give full play to the abilities of all business units and achieve mutual benefits and win-win for both railway ports.
