报刊上流传的说法是:“秦皇岛港始建于光绪二十六年”和“1900年英国人所建”。这种说法是不符合历史事实的。作者在查阅了很多史书和档案资料后,就清朝政府在秦皇岛设港之必然性和目的提出了看法,并考证了清朝政府关于此事的原议、勘定码头的经过以及奏请光绪皇帝批准自行开辟为通商口岸等问题。历史事实是:秦皇岛港是中国开建的,1897年矿业大臣张翼前往勘察并奏请建港,开始了简易码头的建设。1898年3月26日(清光绪二十四年三月初五日)清朝政府总理衙门奏请光绪皇帝批准,自行开辟为通商口岸。到了1900年为英国人所骗占。作者认为,这一历史事实需要予以澄清。
