为加强和推进优生、优育、优教(以下简称三优)系统工程研究,保护、提高儿童身心健康,笔者调查了涉县三优试点情况,对其现状与对策进行了探讨. 一、现状涉县村居分散,交通不便,经济贫困,文化落后,三优长期得不到重视发展,起步慢,效果差,主要表现在: (一)社会共识未形成三优社会地位没有得到真正确立,组织、任务、措施不落实,人员、技术、器材不配套,限制了三优整体实验研究和效能开拓. (二)三优仍停留在一般初级阶段全县0～14岁儿童近11万名,约占总人口1/3,接受学前教育的仅占10%.婚前检查仍未真正落实,两个系统管理率
